make a responce to the following paragragh:(explian)

Do you favor or oppose hate crime laws? Why?

In my understanding, hate crime laws are based in intention. I understand the point of view that punishing someone more or less based upon their intent or reasoning can take away freedom of speech. In our country everyone is allowed to have and express his own personal beliefs- as long as they cause no direct harm- regardless of how another person views those beliefs. If you say that because someone committed a crime because of their hatred of another race they should receive a longer sentence, then it is saying they are not allowed to believe as they do. This does incriminate on freedom of speech. However, we regard intention in cases other than hate crime. We have many degrees of murder charges and each one has its own consequences based on the intents of the guilty party. We are fine with restricting freedom of speech in this way because of the severity of the action. Why should hate crime punishment be handled differently?
