As in a construction process each and every phase and process has it's own value and importance. Each phase is most important. And it is a completely a subjective topic to choose only one important phase. So different person may have different opinion and they will choose different phase as important one.

But, in my opinion SAFETY MANAGEMENT is the most important phase.

As workers who are working to complete the construction project must remain safe with all the provided trainings, guards and personal protective equipments then only the project will be completed and quality assurance will be checked and third party benefits and losses will be calculated.

If workers will not be safe then project will not get completed on time or may be shut down due to unsafety of workers then what is the need of quatily management and third party coordination.

If workers are not well then who will maintain the quality who will need the coordination or assistance from third party. How will the quality will be attained?

So it is most important to adhere to the safety rules and it should be prioritise first then everything will be followed. Then quality management and third party coordination plays important role for the project to meet it's requirement and get completed on time.
