How has drug policy developed in relation to the oppression of racial and ethnic groups generally?
The risk of drug abuse, its after effects, and the processes for treatment vary in different gender, race, sexual orientation, ethnicity, etc.
Like in the USA, since the 1980's, the country has aggressively tracked law enforcement plans of action to reduce the use and spread of illegal drugs. The cost and benefit of this public "war on drugs." remains viciously debated. However, the thing that is not debatable is that the seemingly race-neutral efforts have been waged first and foremost against Black Americans. Comparable to their numbers in the common population & among drug lawbreakers, black Americans are out of proportionally arrested.
