How did the New York Police Department implement their new theory of policing?

In 1993, The New York police department under Mayor Rudy Giuliani launched the broken windows policy as a new technique to tackle big and more serious crimes in the city by targeting more smaller crimes and deviant practices.
The strategy was aimed at dealing with the small problems in neighborhoods, in a bid to empower those neighborhoods. The rational was that when local police forces actively monitor the criminal activities of the people on the streets, local residents, business owners feel more motivated to claim their public spaces, and extend their concerns to proetcting the streets. Once the Communities get strengthened when order is maintained, they are more open to helping in reporting and preventing crime.
Using this strategy, the New York Police department began to divert most of its resources from solving major crimes, and towards cleaning up the streets and maintain order — such as outlawing substance use in public and cracking down on subway fare beaters.The result of the broken windows policing was that In neighborhoods where there was a sharp increase in misdemeanor arrests, there was also a sharp decline in crime.
