Here are the details for the city:
The city is Ottawa New Mexico
The city population is 250,000 citizens
The city has been sued 12 times over last year for being insensitive towards its citizens
The city has a 75 person police force

The police department is detached from the community
85% of the community is considered poor
Department has been known for Harassment, excessive force, numerous lawsuits.
You being the program/project manager/consultant - how would/could you improve these conditions for the community and make the city and police accountable for their actions? You have been hired by the city council to be an independent representative.
example: milestones, Alignment of projects with Organization Strategy, Project life cycle, project teams, organizational politics, accountability, checklist, Matrix Organization Structure, and Gantt charts.
The group will select its Project manager. There will be up to $60,000 in bonus money per group. The city is depending on you the project manager to make the recommendation necessary to improve the city issues.
Answer-
As per the details mentioned in the case study the problem in
Mexico is that the police is detached from the community. The
police department has been known for its harassment, excessive
force and numerous lawsuits. Most of the people living in the
community are considered poor. The police has been sued more than
12 times to be in sensitive towards its citizens.
As a project manager I have to develop policies to improve the
police accountability.
The recommended to improve the city issues are as follows-
1. Community-based accountability- the role of the police is to
implement policies and there are directly responsible to the people
they said. There are variety of ways by which the collaboration
between police and community can be increased. Police review
meeting should be held by monthly in which there open to the
community. Senior Police officers should take meeting with the
local community. In this meeting all the problem should be
discussed and the solutions should be implemented. Community
representatives and the municipality should work together. Open
situation and hearings related to the police complaints should be
conducted and disciplinary actions should be taken.
An important aspect for the police to build trust among the people
is transparency. Police provides information to the community
should be transparent. This will allow mutual respect between them.
The people should also wear body cameras in providing protection to
the people and executing their rights. This will strengthen the
rights of the civilian with the police record interactions.
2. Political accountability-
The police is accountable to the political leaders. The political
leader are accountable to the people in general. Political check
related to the work of the police officials must be regular. The
political pressure will adopt the police department to use best
practices in dealing with people. The political check will ensure
public trust in the police that the police action is fair and
transparent . Police should be given by trainings and prevent them
to consider racial bias towards people.
3. Independent investigator- There should be establishment of
independent special investigator for those Police officers who have
been blamed of sever officers. Inquiry should be done on them . If
they are found guilty they should be immediately suspended and
legal action should be initiated against them.
4. Victim statements- Inclusion of the victims statement who have
been suffered by the violence of police officers including the
family members should be heard in Fast Track courts. The judgement
to this legal issues should be sorted out as fast as possible.
