There are two questions with subparts asked here. So, I am answering the first question with a detailed explanation for each part for being correct or incorrect.

Question 1. One advantage of using leasing companies for human resource management is that _____.

a) it eliminates the need for strategic planning

b) employers can hire permanent employees

c) employees can receive better benefits than a small company can offer

d) it exempts employers from following EEOC regulations

Answer 1.

a) (Verdict- Incorrect) it eliminates the need for strategic planning: Strategic Planning is much broader in scope than just hiring or leasing people from external agencies. It focuses on achieving the long term goals of the company which can include functions like accounts, finance, sales, marketing, legal, etc.. So using leasing companies does not eliminate the need for strategic planning. This option is incorrect.

b) (Verdict- Incorrect) employers can hire permanent employees: Using leasing companies is a concept where the people working for the company are usually on the rolls of the leasing company. The leasing company takes care of all documentation and legal aspects of hiring and firing these employees. So, employers can hire permanent employees is a misplaced statement and incorrect. So, this option is also incorrect.

c) (Verdict- Incorrect) employees can receive better benefits than a small company can offer: Services of a leasing company can be availed by small companies and big companies both. In the end, the company which is availing the services will pay for these people to the leasing company. So employees instead of getting the wage from the company directly get their wages from leasing companies. So, this option is also incorrect.

d) (Verdict- Correct) it exempts employers from following EEOC regulations: EEOC is Equal Employment Opportunity Commission and provides safeguards to existing employees, past employees, and applicants against discrimination by the company on account sex, race, gender, etc. Usually, companies take the route of leasing companies for human resource management to avoid such issues. For example, if any employee is removed from the job then it is the responsibility of the leasing company to ensure proper rules and regulations are followed as the leasing company is the employer of the employee working with the client. So, this is the correct option.
