The absence of a budget authority means that the supervisory authority is provided with a budget created by management, where constraints are expected to provide a productive environment for the staff of the supervisory authority's working group. The supervisory authority usually has the power to buy within certain limits. The supervisory authority is also empowered to approve working hours and other pay issues. Usually, budgets affecting travel requests need not only the approval of the supervisory authority, but also one or more government approvals.
