A new pediatric group, Elmhurst Pediatric Group, has been formed and you have been chosen as information technology (IT) manager. A local hospital has reached out to the group offering participation in their electronic health record (EHR). The proposal states that the pediatric group will pay 15 percent of the hospital's costs related to the services. This seems like a good arrangement since investing in an EHR independently will require a significant capital expenditure. You Speak with the IT director at the hospital and find out that the EHR is certified and interoperable. You are told that BigPharmRX is the only e-prescribing application that is permitted to be used with the EHR, but the EHR can be used for all payers. Your primary concern is that there would be a referral quota that the group would need to meet in order to secure this arrangement. However, you were assured that there are no referral strings tied to the arrangement You are unsure if this proposal will comply with the EHR safe harbors.

Create a memo for the management team with your findings, providing supported opinion ions on whether or not the proposal complies with EHR safe harbor mandates. If you determine the proposal does not meet the requirements, what aspect(s) could be modified to achieve compliance?
