Over the years, the law is amended to prevent the future crimes in the society. It is true that for deterring the people from committing any further crimes, punishment in the form of imprisonment, fines, or both is imposed.
According to me, imposing of fine is not a severe punishment and is not effective in preventing the future crimes. On the contrary, educating the people about the crimes an the law prevailing will be more effective in reducing the crime rate and bring a sense of social justice. The most effective way of reducing future crimes in the society would be by imposing such laws that would bring about a sense of fear in the minds of the criminals before attempting it. It may be harsh but it is effective. This can be by imposing death penalty, life imprisonment , or an imprisonment for a longer period depending upon the type of the crime caused and its consequence. Even upon imposing of severe punishment like death penalty, the crimes are not stopped in the United States and there is no doubt that by imposing of fine, the rate of crimes in the future will be less.
Example, a lot of innocent people are killed in the United States by the shooting sprees even after the punishment for such a crime is death penalty.
