What is the purpose of a a “No DNA” control reaction? What does it mean if the gel lane has bands?

Sometime in PCR there are nonspecific binding and then amplification shows a band which is not true positive. thus, a nonDNA sample is kept to make sure such things are avoided and true results are obtained while no DNA sample shows no band in gel on amplification
