An appraisal consultant will be named to ensure that evaluations are performed and carried out in a timely manner

A project is responsible for achieving results and contributing to the impact of the development. Since the accomplishment of significant, long-term change in growth depends on many factors, it is not generally possible to attribute influence to one initiative. All project outcomes should be contributing to the intended impact. In the chain of a project's outcomes, the contractor's relative impact declines, while the project partners' relative impact grows as they build capability and take over contractor control.
