Ans a) Project evaluation helps in providing the detail aspects to be intervened between the clients & the project manager to consider the overall progress of the project.  The project evaluation is the critical area where it has to focus the proper KEQ's (Key Evaluation Questions) that are driven by the various stakeholders of the projects, funders & project participants. Before going into the KEQ's the project manager has to set criteria to evaluate based on :

  • Relevance
  • Effectiveness
  • Efficiency
  • Impact
  • Sustainability

The Questions that have a complex conversation to intervene must address the following:

  • Context
  • Reason for adaption & emergence of activities & outcomes

Following are the five Key project evaluations evaluation questions:

Question 1: Is the research delivering the outcomes & outputs as planned? This describes the efficiency & effectiveness.

Question 2: Have applied activities & delivery methods been effective? Are these aspects that could have been different? This describes the process's effectiveness.

Question 3: How has the project influenced the stakeholder community, and what capacities has it build? This describes the impact of the project life cycle.

Question 4: Is there evidence that the initiative is likely to grow or scale up & out beyond the project life? This describes the sustainability of the project.

Question 5: To what extent did the initiative deliver against the needs of key stakeholders? Were the size, scale & approach taken for each need appropriate? This describes the impact & sustainability of the project.

Ans b) The project evaluation findings be disseminated by anyone of  the following formats or channels:

1. Different channels are taken into account for disseminating the information but it again goes with the kind of stakeholder to whom it is used. Print formats such as

  • Brochures
  • Onepage descriptions
  • Newsletters
  • Executive summaries
  • Technical reports

All this can be used by

  • Public
  • Conference & workshop participants
  • Policymakers & donors

2. Channels that work well in disseminating evaluation results to the public include

  • Slide presentations
  • News releases or press conference
  • Radio & television coverage
  • Public meetings to educate attendees
  • Oral presentations
  • Videos & displays can often be more memorable & effective that written reports & can also encourage full discussion
  • Email listservs & web-based resources are useful in reaching the stakeholders & others who share the same interests & concerns as your program staff

All these channels are taken into consideration for disseminating the project evaluation findings. The project handler or Manager must be very critical on selecting the appropriate channel by evaluating the stakeholder's needs & make the necessary adjustments to produce the information.
