It is especially important to have the target population involved in the needs assessment because many f the diseases are found are being spread in a particular area where a particular type of population can be found. In some of the cases targeting population is necessary because a certain group of people, for example people with very less income, these are the people who can not afford certain kind of healthcare facilities. So, there is a necessity that for any implementation of a program related to healthcare, there must be study for a population. The ultimate goal of a community health assessment is to develop strategies to address the community's health needs and identified issues.

example: The healthcare program now the U.S is going to start for the middle-class people so as they can also avail the proper facilities of healthcare.
