Google in 2006 , Struck a deal with peoples republic of china and launched Google.cn , a version of its search engine run by the company from withing china .This was done by the country because of chinese government strict censorship policy and requirement of removing the content that is considered illegal from search result .

However Google shutdown its search engine in 2010. the underlying reason was censorship. As company found a cyber attack from withing the country that targeted it and dozens of other companies .

Thus the main reason why google would not be in china is the strict censorship policy followed by the chinese government ,which goes agains the provision of free speech and expression . Also Chinese government forces sometime the independent platforms to spy for the government . This also goes against the privacy policy of the company

However there is talk going around that google might reconsider its decision

Summary- Because of strict restriction on free speech and expression and government spying , google is not present in china
