Culture Metrics is supposedly used to check the quality of a thing. But in case of Human Rights , the quality s not to be measured. Human rights are to be measure in the sense of having commitments and standards, to assess the impacts and transparency , policy formulation, etc.
one of the approaches of humanitarian intervention work is Pragmatic Human Intervention.
One of the pragmatic human intervention was Genocide. It's purpose was to destroy the ethnic, racial , natinal identity , religious group. This term genocide took place after the World War 2.
However an intervention is necessary , by executing a strategic idea and plan for protecting the people of the country.
