What is humanitarian intervention? Theoretically, when and where there are governments that cannot protect their own people, the international community (UN) has the legitimacy to intervene. However, national governments remain to be the NO.1 agent responsible for the protection of the people.

One state use of military force against another state to end the human rights violation in that state. There are instances like places where terrorist take the country and rule like they are dictators. Than under such circumstances UN can interviene and do the needful to protect the human rights of the people in the country.
Most of the times the intervention objective is motivated by humanitarian objective rather than their internal affairs. There are instances where the whole nation is against the leader of that country than the nation is at war which means there will be violence as the war is between government and people. In this circumstance UN will intervene and help the people of the country to set law and order.
There are certain guidelines of humanitarian intervention which are doctrined by UN security council, so not every time one state can intervene in another state affairs. So before intervention they have to see if the human rights of people in that country are violated or not.
Most of the cases the country is responsible for protecting the people, if the country is not being that much capable than UN will intervene to protect the people of that country.
