Culture has a huge impact on human development. Let me explain it with an example. Suppose yours is a culture which gives you the freedom to speak, wear whatever you want, do whatever you want plus discuss your needs with the society. On the other hand, your friend belongs to a culture where only men are given this privilege and not women. You will notice if you are a woman, you are more active, more outspoken, extrovert, you take part in every decision making. While your friend will not act like that, because you were always given the right to act with freedom, speak,do, wear whatever you want so you don.t hesitate in doing so among another group of people while your friend was never given that chance to do that even at home so how can she do that in public also. That's the difference culture makes.

Different cultures have different rites of passage like Jewish bar and bat mitzvah. Amish's Rumspringa etc.
