1) Yes, in my opinion, I think U.S. now should consider Puerto Rico as one of it's state. It is kown to all that Puertor Rico has been trying for so long to get the statehood. Despite of getting the U.S. citizenship, those people lacks many citizenship benefits such as unable to vote in the federal election, or may get limited funding from the government etc. May be now it's time to consider Puerto Rico once for the statehood. Some reasons behind the U.S. consideration for statehood :-
a. Please Rico can develop itself after the consideration, and can increase its unemployment rate.
b. Although U.S. now takes care of the affairs of Puerto Rico, but it lacks many rights which they must get.
2) If U.S. would consider it as a state as it can be able to collect federal tax from the island people. This would help U.S. to increase it's Federal annual revenue more significantly. One of the challenges Puerto Rico can present to U.S. is it's debts. Since the island is not in a statehood so it can't ask U.S. for any kind of financial help when needed.
