How would a representative treat the issue of immigration if his/her district were located in a large city such as Houston or Dallas?
How would the budget shortage be treated if a representative represented a high-income district in Texas?
A representative will treat the issue of immigration, depending upon the labor market conditions, rising real estate prices and opportunities for the immigrants. A representative will ask for the stringent regulations to let immigrants come in his or her district where people are already unemployed and real estate prices are already increasing. Here, immigrants will eat up the opportunities present for the local people who have elected the representative. So, a representative will oppose to help local people save their job and get higher wages. But, when there is labor shortage and firms demand more people, then representative will ask for the soft laws that allow immigrants in his or her district. It will fulfil the demand of local economy that will be catered by the immigrants.
Budget shortage will be treated as more funds are being spent upon the development and transfer payments, than the income collected. Further, the funds are spent on people who are not with high income. So, it will require proper evaluation of the budget expenditure that led to the shortage even if the area is of high income.
