A competency is a group of abilities, knowledge, skills, and other things that are necessary for a good working performance. The list of competencies that are related to the performance in a organization make a competency model. The framework which aligns and organizes the different competency models is called a competency framework.

Competencies can be of two types:

· Technical

· Behavioural.

Technical competencies include the knowledge-based requirements of a specific job category. In the case of HR professionals a good human resource expertise is a technical competence.

The behavioural competencies are very generic and   can be applied across multiple job categories. Behavioural competencies focus on the observable and specific behaviour associated with effective job performance . It gives attention to the ways in which knowledge is applied. Other Competencies like ethical behaviour and or good communication are behavioural Competencies which are also very important for the working performance of the HR professionals but they are also necessary and required in other job categories as well.

The framework can be used for the following:

1. In Recruitment and selection –unbiased criteria and conditions for choosing suitable candidates can be known

2. In training, development and learning –The frame work can help the professionals identify their training and development goals easily.

3. In Career development –It provides a clear expectations of what knowledge, skills and behaviours are required at each stage and guides individuals how they can further develop their current skills.

4. Performance management- It provides fair and unbiased decisions to help managers and other staff to assess, discuss and improve performance.
