What differences do you see between effective leadership or general management in a large government organization, versus in a business organization?

Measure of success	a few or no measures of success	Various measures of success including statistical and mathematical tools as well.
Training and development	The focus is on getting the work done and not on specific training and development of employees	the main focus is laid on employee training and development.
Rewards and punishment	There are no such rules and regulations for encouraging outstanding performance and discouraging poor performance.	Performance appraisal is done for the evaluation performance of the employees and for encouraging outstanding performance for motivation.
Personal gains	There is little or no personal gain in successfully achieving the goals more effectively.	Individual employees can benefit from the successful completion of the project in the form of incentives and rewards.
Authority and responsibility	Highly asymmetric	More clearly balanced.
