1. the first reason for this is poor performance management system in place, the contingent plan can be paired with a poorly designed and implemented management system inclusing biased rating and the measurment of performance dimension that are not job related.
2. Rewarding the counterproductive behaviour. the system can reward result and behaviours that are not those that will help the organization succeed.
3. rewarding are not considerd to be significant.
4. Disproportionately large rewards are given to executives.
5. Managers are not accountable.
