What are the four main stages in developing effective policies and procedures? Why is each stage important?
In general the process of developing policies and procedures includes:
identifying the problem: The first and foremost aspect of this is identifying the gaps or issues or problems which existed in the system. for example: Poverty in a specific community or area- is the problem, with this problem people are not able to meet their necessetics and obligations and strugling alot.
formulation of a policy: Here some alternatives and solution can be prepared in this stage. for this, first we need to listout the causes for the problem and what are the precautions to overcome these. there are many problems for poverty, includes: Illeteracy, unemployment, lack of resources, lack of leadership/political intervention, religious and communal problems and so on. these issues may be addressed differently and individually, then only we can find a correct solution to the problem.
implementation of a policy: Once the preparation of the solution is over, the next is ground work to implementation and execution of those policies. A lot of ground work is required to proceed with it and the cooperation from all people must be there.
assessing and evaluating the result : the final stage is collect the output and results, assess them whether they met the required targets or not. If they are different from expected targets, again we need to start from first step.
These four steps are integrated to each other. Failure of any one leads to failure of the four stages and steps. Hence, each stage is important in this.
