The Government emphasis on skills training is apperent from early 1990s, from the sixth Malaysian plan(6MP) right to be current ninth Malaysian plan (9MP).During the 6MP ,RM612.2 millon was allocated for skills training alone and this has incresed during seventh Malaysian plan to RM1.662 billion and the eight Malaysian plan, the allocation of training is RM4 billion. However, the Government continues to receive criticism of its longstanding policies regardings rights of workers to organize associations and their freedom in operating.

First, once a decision is made from aunion within the a month of application of registration must be made. All unions are required to register with the Director-General of the trade unions in order to operate legally. They must apply to Director-General within 1 month of establishing a trade union.

The Benefits of Trade Union is the advantage of stable workforce,Employers with unionized workers have the assurance of a stable and well trained workforce. The other benefits of Trade Unions are the predictable costs it means that the price of the wages are increases. Industries with the trade unions tend to have higher wages than non unionised industries. The productivity of the goods and materials are increased with productivity deals. A good relationship between a worker and strong trade union and the employer workers to enjoy more benefits and see better pay commensurate with increased productvity.
