I would like to develop my own programe under the key policy under Ministry of Human Resources Malaysia .The two policies are as follows-
1-Skills Development
2-Trade Unions
1-Skills Development- The Department of Skills Development, formally known as The National Vocational Training Council, is one of the agencies under the Human Resources Ministry, responsible for the co-ordination and control of skills training as well as career development of in skills training, in line with the implementation of national skills Development Act,652 (2006) on 1 september 2006.
The Government emphasis on skills training is apperent from early 1990s, from the sixth Malaysian plan(6MP) right to be current ninth Malaysian plan (9MP).During the 6MP ,RM612.2 millon was allocated for skills training alone and this has incresed during seventh Malaysian plan to RM1.662 billion and the eight Malaysian plan,the allocation of training is RM4 billion. The Skills Development Fund Division(SDF) is responsible for the administration of funds for skills trainingunder the Ministry of Human Resources.
The Benefits of Skills Development under the Ministry of Human Resources are under this many people are able to employed the unemployed youths are getting the job and have the skills to do the work and earn money .They have their skills and the training for their work.The benefits of the malaysian government is that they have increasing their GDP rate annualy in increasing order once from million to billion.
2-Trade Unions- The main functions of the trade union is to protect and defend the interests of workers by serving as the meditator between the workers and the company. Trade Unions exists to help workers ban together to have a stronger collective voice of influence.There are 591 unions in Malaysia,with a membership of approximately 800,000. However, the Government continues to receive criticism of its longstanding policies regardings rights of workers to organize associations and their freedom in operating.
First,once a decision is made from aunion within the a month of application of registration must be made. All unions are required to register with the Director-General of the trade unions in order to operate legally.They must apply to Director-General within 1 month of establishing a trade union.
The Benefits of Trade Union is the advantage of stable workforce,Employers with unionized workers have the assurance of a stable and well trained workforce.The other benefits of Trade Unions are the predictable costs it means that the price of the wages are increases. Industries with the trade unions tend to have higher wages than non unionised industries.The productivity of the goods and materials are increased with productivity deals. A good relationship between a worker and strong trade union and the employer workers to enjoy more benefits and see better pay commensurate with increased productvity.
