Locke believes the state of liberty is not a state of license because
This question can be best addressed by the statement that "man
is born free, but he is everywhere in chains," , Locke sees the
state of nature as a state where all human beings were completely
free, independent and relatively equal. A state of liberty is
freedom to do what you want within ethical law. It states that all
individuals are entitled to liberty under the natural law but, at
the same time natural law states that that no one ought to harm and
interfere in another's life, health, liberty or possession. The
state of license is you can do whatever you want.
State of liberty is not a state of license because the state of
liberty states that a person has to operate based on ethical law
and cannot destroy himself or others health, liberty or
possessions.This states that man is free, through reason, prohibits
him from harming himself or the person or possessions of others he
is bound within the chains of law.which ristricts his licence .this
is necessary to put check on the liberty of the individuals in
order to keep balance and peace in the society.
