The actual intensity that is incident on plate is I2.

Since the plate is perfectly reflecting the radiation pressure is multipled by 2 i.e. pressure will be exerted when light hits the plate and when it reflects back.

The radius of beam is given in question so that first power can be calculated and then force can be calculated using power. Power will be intensity * 4 Pi r^2.

However force can be calculated using intensity instead.

Radiation pressure will be 2 * I / c.
