If we include the managers in proposal development then managers woild help in adding much needed elelemts to the proposal. Also, the contract terms of the proposal are also scrutinised with the participation of the managers. Hence, managers provides huge benefits to the proposal development stage.

If managers are not included in the proposal development stage then we may miss out on necessary elements that should be included in the proposal. The developed proposal would not be effective and efficient and will not serve the purpose. It is necessary that the proposal have enough input from managers to add requirements that may not be directly stated to make the proposal effective.
