Define the initiative and referendum, and explain the differences. How do each contribute to California politics? And include the process of how they may be added to the ballot. Provide examples so that I can better understand the subject.
THANK YOU! :)
Part A
We know that the initiative is a political term, that a process to enables people to bypass their state legislature by placing proposed statutes. In some states it is used as a ballot. South Dakota in 1898 was the first state to use the initiative process. The initiative process sees that both direct and indirect. In direct initiative, the proposals that qualify directly go for ballot and indirect means the proposal should submitted to legislators, they will act depending upon on the state.
The referendum we mean that a measure that appear on the ballot. The referendum process can be classified as two, one, legislative referendum and other is popular referendum. In the first case, the legislature measure the voters for their approval and the later case, it appears on the ballot as a result of voters petitions drive.
Part B
In the California politics the direct initiative was appear. Here the petition that receives with required number of signatures that automatically qualifies to put on the ballot.
The examples of initiative is initiative to add Fluoride to Wichita Water here voters are rejected and the example for referendum is the ordinance passed by Wichita city council.
