The act in accordance with the constitution can be termed as constitutionality. It can be accorded to a law, procedure, etc. An act violating this can be considered as unconstitutional. The role of Judicial Review comes to place when Court examines and decides whether a particular legislation, executive action, a judgement or a statute or treaty violates the constitutionality of the state.
The United States Supreme Court has the final voice on questions related to constitutionality and are binding for all governments and lower courts. The Supreme Court considers only less number of cases each year but acts as an appellate authority and decides cases and controversies related to unlawful legislations, unlawful executive actions and controversial judgments. Even though the United States constitution does not explicitly mention the power of judicial review, the power can be inferred from the history of constitution whenever it was exercised.
