These individuals committed heinous crimes that claimed several victims in ruthless ways. At these times, the law enforcement bodies were limited by the resources and technology of their time.
Surely chemical analysis was one of the advancement, testing blood, analysing fibres, patterns, fingerprints, post-mortem etc were also helpful. However, tapping-phones, tracking mobiles, vehicle registrations, facial recognition, television and internet coverage, real-time tracking, high-tech labs etc. would have probably helped catch these criminals.
One of the most essential things is recording statements at the time of trials and better technology to record and store evidence. This is incontrovertible in courts and helps place criminals precisely at crime scenes. Over the decades, with the advancement in technology, the rate of criminals being effectively caught has increased. In such a situation, the statistics and facts speak for themselves.
