Most HRM theory and concepts, including training & development, are based upon practices that occur in large corporate settings. However, there are many small businesses (for purposes of his question we’ll define `small business’ as having no more than 80 employees with 1or 2 people filling the roles as HR/training staff) which also require effective and efficient training and development programs and interventions.

Efficient training and development programs and intervention are very much important to every employee in any type of organisational size.
Small organisation having atleast 80 people and having 1 or 2 people in as HR or training staff plays very much important role for that particular organisation as it is only that 1 or 2 person who will have fu responsibility of the overall skill enhancement of all the employees of that organisation.
Small organisation regularly have activities that will keep their employees attractions towards innovative thinking. Enhancement of skills and development of anyone in this whole universe is very much important.
Most HRM theory and concepts are based upon large corporate setting because there were many employees in large corporate so a variety and wide range of employees get available there which will be more helpfull to create most accurate HRM theory and concepts as it involve many diverse people.
Also in past time, there were not this much awareness about entrepreneurship and business development, only people who had lots of money, had business. So existence of small organisation is not this much in our past time when most of the HRM theories and concepts get discovered.
