The development of a quality management plan actually guides the Program Manager and its team members about the execution of quality management and quality assurance activities for a project. The main objective of this is to determine how quality will be managed during the project life cycle.
This planning actually find out the quality policies and procedures which are relevant to project, its deliverables and processes, it defines responsibility of everyone in the team, and documents compliance. The following can be additional to the Quality Planning such as Quality objectives, Key project deliverables and processes to be reviewed for satisfactory quality level, Quality standards, Quality control and assurance activities, Quality roles and responsibilities and Quality tools.
Another way to define Quality Planning as it is the set of documents which specifies certain standards, resources and specifications as well as sequence of activities which are relevant to the project.

Deliverables & Processes: This is eh key component in the planning as it review the process.
Quality Standards – Quality standards are often defined in the Planning because it restricts out flow process to a particular direction. It also determine the success compatibility of identified items and copied one. The process quality is also measured.
Customer Satisfaction – The customer is king hence based on his/her satisfaction the deliverable are evaluated. They should be completed and evaluated.
Quality Control Activities: The quality control activities that monitor and verify that the project deliverables meet defined quality standards.
Shareholder Expectation: shareholders should be kept in mind while making blue print of the process.
Quality Assurance – It is also to be done because to ensure the correctness of the process it should be done.
Hence, each components plays important role in planning process.
