Management of an organization is the body of a few people who are responsible for handling different business functins and are responsible for making necessary important decisions for these business functions. In many organizations it is necessary to follow the heirarchy that has been designed with the organization strucutre and hence the appropriate of the heirarchy is very crucial in some high power distance organizations. In such cases the management would want to not empower all of their employees which may cause problems for the organization as a whole.
Also, in the cases of blue collar workers who are mostly unionised it is essential that the management keeps their control over these blue collar employees to ensure a good control over the organization. Hence, this why management would not want to develop the culture of empowerment within the organization whcih ultimately become problematic for an organization that is highly heirarchial and with high power distance.
This is sometimes management may resist a culture of empowerment.
