MANPOWER PLANNING
Definition:- Manpower planning is the process of measuring the finest quantity of people required to complete a project or task. Manpower planning involved in selection and placement of right people to a right job at the right time. Manpower planning is an essential part of staffing fuction of management. Manpower planning is a continuous process in business as the business can only move on by the fuctioning of manpower. It is also known as Human Resource Planning.
Purpose of Manpower Planning:- Efficient manpower is the asset of an organization. Human resource is the essential and life-blood resource of the organization which cannot function without the absence of manpower. If an organization equiped with highly efficient plant, machinery and robotics it cannot work without the effort and help of a human being. That is how human resource becomes the vital resource of an organization. A business should make plans on the manpower which intended to employ. The recruitment, interview, selection and placement process are done through manpower planning. The main objective of manpower planning is to chose the right person to the right job at right time and make him able to complete a project or task assigned to him.
Steps of Manpower Planning:-
1. Objectives of Manpower planning- The first step of manpower planning is to understand the needs and objectives of planning. Through this process the manager can understand whether there is a manpower requirement in the business, what are the reasons, quantity of requirements, etc.
2. Current Manpower Inventory:- The manager should analyse the current situation of manpower and the quantity, quality and efficiency of existing manpower inventory in the business.
3. Forecast demand and supply- The next step is to forecast the demand for manpower and its supply in the required context. Through this step the manager can estimate additional requirement of manpower in the organization.
4. Employee plan- Here the manager fix the standard qualification, experience and skills which an employee should possess. He will consider the nature of job vancancy to fix the standards. Recruitment process of manpower to the required post will be taken place in the step.
5. Training and Development- Before the placement of the employee, he should be provided with adequate training procedures, then only he can function properly on his job. He should also provided with career development opportunity such as further learning, transfer, promotion, increments, etc.
6. Appraisal of Manpower planning- The final step is to control the and make appraisal on the process. The manager should determine whether the plan attained its objectives or not.
