The problem or issue with the immigration reform and control act was that it allowed millions of unauthorized immigrants to apply for the legal status in the united states of America and this law also made it illegal for an employer to hire the employee that he is an unauthorized immigrant or immigrant with the fake documents.

Before the law, there were 3.20 immigrants in the US and after the IRCA (immigration reform and control act) 2.7 million of them obtained the legal status in the country and many unauthorized immigrants fail to get the legal status. So after checking the data, it was noticed that the immigrants keep on rising in the next 20 years and slightly increased during the recession and now it rose to more than 11 million.

Earlier the employers were accepting the fake documents of the illegal immigrants and they were only been caught if the government happened to raid their workplace so the government was not taking it much seriously earlier and they were not paying the attention towards the workplace enforcement.

Meanwhile, the big problem with the law was not in 1986 but it was in the subsequent 1996 law that escalated border security and made it harder for unauthorized immigrants to get legal while in the US. That law has a paradoxical effect on encouraging the immigrants to stay in the US and settle with their respective families instead of risking lives by crossing the border.
