What are the major differences in the provisions of the Civil Service Reform Act of 1978 and the National Labor Relations Act?
Answer :
The Civil Service Reform Act of 1978 is intended to provide Federal managers with the flexibility to improve Government operations and productivity while, at the same time, protect employees from unfair practices.
The enactment had ensured merit system selection process, codified collective bargaining procedures, and identified prohibited practices in the federal workforce, including nepotism and discrimination on the basis of age, sex, race, religion, or other specified factors.
National Labor Relations Act :- It was passed with the purpose of protecting the rights of employees and employers, to encourage collective bargaining, and to curtail certain private sector labor and management practices, which can harm the general welfare of workers, businesses and the U.S. economy.
Two Basic Rights under the act were granted as follows :-
(a) the right to form, join, or assist a union
(b) the right to engage in concerted activities for mutual aid or protection, which is any effort by two or more employees to improve pay, benefits, or working conditions.
