Answer) The local government in the state of California ( like San Francisco) are responsible for the public functions such as health care, education, and vector control. But the system is quite complex in nature. The local government are devolved with responsibility but they are lagging regular funds resources to carry out their responsibility seamlessly. There is also an issue of overlapping functions such as many of the unincorporated areas are being managed by the special district rather than local Bodies.

Answer 2) the relationship between the local government should be based upon cooperation and fiscal federalism. So that the task for assuring public welfare is maximized. Because whenever a local arm of government fails to uphold it's responsibility, it is the common Man that suffers the most. The focus of local authorities should to enhance governance by including community participation and NGOs in the decision making process.
