Change managemnet is not obsolete yet.
The process for deploying change and the reactions to change has undergone a lot of transformation. Today changes happen drastically. Nobody has time to inform others what happened. Its just a matter of time when people realize what has happened until and unless they keep their eyes and ears open. Some make the most out of the change- either be a part of the change and reap the benefits or change the job and altogether. But this is not valid for everybody. People still try to stick to an organization which they have been working for so long, working at some respectable position or have no other means of survival. These are the base of the operations of a business, least paid, manual work, less intelligence. They stop working the company stops. These people needs to be managed while the change takes over.
One of the reasons change management don't create change is that, although you upgraded your system technologically, overnight, user of those technology aren't yet aware of the nuances of the technology. You become fully operational you need to train your user beforehand and see that during the change is effective, they are aware of all the updates.
