The development of proper roads would be considered as operations because highways are made in order to provide benefits to the people of the country in order to travel from one city or state to another through road. Cement, would be an input for development of roads. Using high quality cement is a must for every country because the no of vehicles which will use the highway will be very high. A highway is a costly project and should be made with a view of long life.

Use of lower quality or cheap products in the making of highway can be very dangerous for the public as they can face major accidents, engine failures or anything that can cost them or their families serious injuries or even death. The fundamentals of CEMENT-TREATED BASE are below-

- Proper Cement Content

- Adequate Moisture Content

- Thorough Mixing

- Adequate Compaction

- Proper Curing

Why other options are not suitable with the question?

A- A higway is a long road. Road can be considered as a output generated from input transformation with CEMENT as input.
