1.contracter estimating risks are considerably lower,then cost of constitution is also low.

2.the compittision is much fairs as all contractors are tendering on the same basis.

3.whole building industry works go through economically.

4.Bills of quantities provide the best means of controlling the cost of variations in the contract.

5.The process of measuring quantities before tender is a useful test as to whether what has been drawn and specified can in fact be built.

6.Having someone from a different profession examine the drawings and analyze construction in detail is undoubtedly helpful in identifying problems not apparent at first sight.

By knowing this, payment for construction can change high to low.  

2.if the owner has direct connection with sub contractor then

1.there is no chance for subcontractors use money for their own purposes.

2. we can know the how much amount the contractor has been bidding,and we can know whether it is fair or not.

3.high quality tender document can be prepared.

4.allow to offer for a low tender price.
