For many A/C manufacturers they consider designing the machines on the basis of the room size. And the considerations while designing an air-conditioner is predicated on a few assumptions:
For calculating the tonnage in a particular room, the square footage of the room should be divided by 600. This will give the average tonnage for a particular room in ideal conditions. For eg. a 100 sq ft room needs to be fitted with an AC, so the average tonnage for this room would be 100/600= 0.167 tonnes. This kind of tonnage is not possible for an A/C. So, for a room of 5 people, this tonnage will be bumped up to 0.5 tonnes.
Now, though you might think that 0.5 tonnes are enough to get things started for that room, there are external factors that come into play. The first one is the average ambient temperature of the surroundings. For an environment that is generally hot, 0.5 tons extra is needed for adequate and effective cooling. Sometimes, the shape of the room is also irregular which can further complicate things. And for these cases, the fan speed has to be variable to account for the irregular flow of air and hence provide a measure to increase or decrease fan speed.
So, when an A/C manufacturer is designing a machine, they consider the ambient temperature of the particular area they are designed for. Like an A/C designed for a hot African country like Algeria might not be the perfect fit for someone in living in Utah, USA. So the average that manufacturers determine is based on the above assumptions and then the added ambient temperature conditions. The general rule of thumb is if the usage area touches temperatures more than 43 degree celsius, then extra half tonnage is required.
