It means that USA is helping a person come in that can make USA to be a better place in the foreseeable future. It is the logic behind building a 21st century immigration system that allows the top talents, highly skilled professionals, educators and others who can bring value and make America better that what it is today. While doing so, the immigration system also identifies those who are inefficient and not good enough. These people do not get the entry as immigrant.

Here, there is a clear reasoning of the value and innovation, who can add it to whom. If it is the people who can add it to the USA, then the immigration system will allow irrespective of the ethnic, cultural and national background. If not, then they will not be accepted as immigrants.
