Bill has to go under several processes to become a law.
First of all the draft Bill is represented by the legislator of either house of representatives or senate, then that bill is sent to consideration for congress and they appoint a committee to look into this bill and that committee appoints subcommittee and they invite government agencies and Experts to solve any issue or debate and revise if needed and recommend to pass it to senate and house of representatives. The bill is brought to the table and come to the house of representatives or senate and vote are initiated on the bill by both as per their respective version of the bill. The difference must be solved by either of the chambers of congress and agreed by both before presented to the President. After President signs it, it becomes law and if not signed by him it automatically becomes veto. A vetoed bill sent to Congress for reconsideration and if the president doesn't take action within 10 days it becomes law.
