1 According to my opinion, police-community programs and community policing are two different zones.

Police Community Programs Community Policing
1)Their main aim is to teach the public about the various police operations happening in their locality to serve them better Their aim is to build relationships with the local community through various interactions with the local members of the public, creating a good relationship and forming strategies for reducing crime and disorder.
Their main target is the students in the community They target all the peoples
Example: Police academy Example: local government agencies, faith-based organization

The basic definition of the term Community policing refers to the police will work permanently in that locality or in a decentralized place. They will work in a proactive partnership with citizens of that locality to identify and solve problems. As they can solve the basic problems faced by the peoples who are living that locality in this way the police serves the public better using Community Policing

Yes, I would justify by saying Nothing builds trust like human contact When the minority community peoples also take part in community policing programs they can deliver a better relationship with them
