The mean, std deviation and no. of sample data points for 2005 and 2015 survival data given, are as follows:

Looking at the mean survival years for 2005 and 2015, we see that the mean survival rate seems to have increase from 2005->2015. As we do not know the population std deviations, let's do 2 sample paired (right tailed) T-test to test the hypotheses:

H0: μ1 - μ2 <= 0

Ha: μ1 - μ2 > 0

where μ1 is the mean population survival rate for 2005 and μ2 is the mean population survival rate for 2015.

Now, assuming we do the test at 5% significance level,

T-statistic, t = [ ( - ) - d ] / sqrt[(s1^2/n1) + (s2^2/n2)]

= -4.048

Now, right-tailed critical T-score at alpha = 0.05 and df = 201+201-2 = 400,

T-critical, T0.05, 400 = -1.649

Since | t | > | T-critical |, we reject the null hypothesis at the 5% significance level. Hence, the mean survival years indeed seem to have statistically increased from 2005->2015.
