a. An effective health and safety policy is generally divided
into three parts;-
1. The general statement of Intent - It states the importance of
health and safety that the organisation keeps in mind and tries to
fulfill the commitment that is expected. It clearly states the aims
and objectives which the organisation wishes to achieve. It also
highlights all the managers and workers who are responsible for
implementing the policy and the implications of breaching the
policy.
2. The Organisation section contains the roles and responsibilities which it tries to fulfills at all levels within the company. Clear reporting relationships i.e. responsibility, authority and accountability is highlighted. It highlights the chain of command to be followed and the delegation of work.
3. The arrangement section gives all the information on how an organisation works by ensuring proper health and safety standards. It states all the facilities, rules and regulations that are maintained within the organisation to ensure safety of each and every person.
b. An effective health policy is important it follows the moral obligation that an organisation has towards its employees. Secondly it also protects the organisation from financial losses and claims. Thirdly it prevents the company from legal intervention and penalties if proper laws related to it are maintained. An effective policy clearly sets out goals and objective which is also important for senior managers for decision making of the business and for middle and lower level to implement it.
