in analysis of variance, fisher's LSD is used when the F-ratio suggests rejection of the null hypothesis H 0.

in other words, when the difference between the population means is significant. fisher's test helps to identify the populations whose means are statistically different.

For example :-

to examine 10 comparisons between the five plants to determine specifically which means are different we can use Fisher's LSD method.

Fisher’s LSD method does not offer full control of the experiment wise type I error rate, which Tukey’s does.

Tukey was really designed to allow one to make all of the pairwise comparisons.
