Yes, is cellular respiration is blocked,cell can switch to backup method for making ATP.

Cellular respiration involves 3 step.

1.Glycolysis- donot need oxygen

2. Krebs cycle - need oxygen -

3. ETC (Electron transport chain)-need oxygen

If cellular respiration is blocked by regulations process it can generate ATP Through anaerobic process. As we know that if oxygen is absent in the cell , cell divert it's glycolysis step further to fermentative (anaerobic) process. (Production of ethyl alcohol in prokaryotic and lactic acid in animals or human) in which ATP are also generated.

Cellular respiration is reversible process therefore by substrate level phosphorylation and oxidative phosphorylation cell can generate ATP.

BUT,

If cellular respiration is blocked in cell that donot prefer fermentation or anaerobic process , cell will die . As ATP is energy currency of cell.

As well as cellular respiration blocking can leads to dieing of cells.
