Should there be a universal international standard for carbon and pollution emissions such as the Paris Climate Accord? To what extent should economic factors (developing vs. developed conditions) and culture be considered when solving issues that span or cross national borders?
Yes, there is a need for universal international standard for carbon and pollution emissions. This is because pollution is a global problem and all nations need to join hands in this together to tackle it effectively. Simply making some countries do the effort while others wait and watch would not solve the problem and only aggravate in the future.
However, it is to be noted that all countries need not make the same efforts and these efforts should only be in lines to their current status. The developed countries who are also the major polluters need to make more efforts and the developing ones also need to do more but not the same as development ones. The non polluting small nations should extent help to the needy nations on how they are tackling the problem.
Thus, various factors like status of country, population and pollution levels emitted, past history of pollution and steps taken in the past to beat the problem etc. Need to be considered when solving issues in cross national borders.
