Creating a step cone pulley in solidworks is pretty simple, you can achieve it in a single revolve.

Open Solidworks, File-new-part

select the plane where you want to place the revolve section and select "Normal to"

To create a revolve, You need a centerline to act as axis

You can dimension a line using "smart dimensions" tab

To dimension a diameter, you have to click the line, click the centerline and drag it to the other side of the centerline

Go to features and click Revolved Boss
